PM-KISAN


Pradhan Mantri Kisan Samman Nidhi Yojana (PM-KISAN) is an initiative by Government of India under Union  Ministery of Agriculture and Farmer’s Welfare in which farmers will get up to ₹6,000 per year as minimum income support. The initiative was announced by Shri Piyush Goyal  during 2019 Interim Budget of India on 1 February, 2019.The budget allocated for the scheme was ₹75000 crore per annum and came in effect from December, 2018.The scheme was formally launched on 24 February, 2019 by Prime Minister Shri Narendra Modi in Gorakhpur district of Uttar Pradesh by transferring first installment of ₹2,000 each to cover one crore farmers. Under this scheme an amount of ₹6,000 /- per year is transferred in three 4-monthly installments of ₹2,000 /-directly into Bank accounts of farmers.
• HISTORY
The scheme was first conceived and launched by Government of Telangana as “Rythu Bandhu scheme “. To ensure that the farmers do not fall again into the debt trap and to break the vicious cycle of rural indebtedness, a new scheme called-“Agriculture Investment Support Scheme “(Rythu Bandhu)  is proposed by Telangana Government. It was implemented from the year 2018-19 Kharif season onwards to take care of initial investment needs of every farmer. A budget of ₹12,000 crores has been provided for the financial year 2018-19 by Government of Telangana. Under the scheme an Investment support for Agriculture and Horticulture crops by giving a grant of ₹4,000 /- per acre per farmer each season for purchase of various inputs like seeds, fertilisers, pesticide, labour and other investment. 
This scheme has received accolades from various organisation for its successful implementation including World Bank. Many Economist suggest that this investment support is better than providing subsidies and other loan to farmers. 
Influencing by the positive outcome of Rythu Bandhu scheme, Government of India decided to implement it as a”Nationwide Project “

This scheme initially provided income support to all small and marginal farmer families across the country holding cultivate land upto 2 ha. But its ambit was later expanded to all farmers irrespective of their land holding except affluent farmers have been excluded such as tax payers in last assessment year, professionals like doctors, Engineers, Lawyers, Chartered Accountants etc and pensioners drawing at least ₹10,000/-per month. Special provisions have been made for North Eastern States where land ownership rights are community based.

Enrollment procedure is simple, either farmer can do self registration through farmer Corner in the Portal www.pmkisan.gov.in or he can approach local patwari /revenue officer/Nodal Officer nominated by the State Government. The Common Service Centres (CSCs) have been authorised to do registration of farmers. The facilities on Farmers Corner are also available through CSC. The Union Ministery of Agriculture and Farmer’s Welfare has also launched a 24×7 IVRS based helpline for status verification. Farmers can also dial 1800-11-5526 to know the status of their applications. Farmers can reach out to PM-KISAN Team on email pmkisan-ict@gov.in.State Government are also organising camps periodically for the farmers to facilitate correction of application details. 

The total beneficiaries expected to be covered under the scheme is 14 crore on the basis of Agriculture census 2015-16.The Central Government  has released more than ₹50850 crores till now. On the occasion of 1st Anniversary of the scheme, data of beneficiaries uploaded on PM- KISAN web portal by the State/UT Government, about 8.46 crores farmers families have been given the benefits.
